<p>La bataille de l’emploi a cédé sa place à la bataille de la compétitivité. Il ne s’agit plus de soutenir l’emploi à bout de bras, avec des contrats aidés. Il s’agit de faire revenir en France nos emplois, en redevenant compétitif. Nuance ! Et ça change tout. Au point d’entendre le patronat s’interroger sur la pertinence des réductions de charges sur tous les bas salaires. Les allégements de charges sur les bas salaires (inférieurs à 1,6 fois le Smic) ont coûté 22 milliards d’euros en 2010 aux caisses de l’État. « <em>A quoi bon</em> ? s’interroge tout haut l’un des représentants du patronat. <em>Les groupes de BTP et la grande distribution profitent massivement de ces aides. Or ces emplois sont non délocalisables. On ferait mieux d’utiliser cet argent pour aider les secteurs exposés à la concurrence internationale.</em> » On a changé de logiciel ! <p><strong>Rama Yade n’a pas été remplacée et les droits de l’homme ont perdu leur secrétariat d’État en 2009. Moins visible, un ambassadeur français aux droits de l’homme se bat malgré tout pour faire entendre la voix de la France. François Zimeray a été nommé à ce poste en 2008. Il sillonne la planète au nom du Gouvernement et défend face à toutes les dictatures la liberté avec la foi d’un Zola.</strong></p>

Ce matin-là, François Zimeray rentre de sa 89e mission dans un pays où les libertés individuelles sont bafouées. Cette fois c’était en Ukraine, un voyage éclair comme il en a l’habitude. Il y a tenté sans succès de se faire ouvrir la porte de la prison où est détenue Ioulia Timochenko, l’ex-égérie de la Révolution orange, arrêtée en août dernier en pleine audience par le tribunal de Kiev.</p>
<p><strong>Sous l’œil de Jacques Chirac</strong></p>
<p>Il y a seulement quelques semaines, François Zimeray était le premier diplomate français à rendre visite à la « lady » de Birmanie Aung San Suu Kyi. De Grozny à Kinshasa, du Darfour (« <em>un nom qu’on prenait pour l’enseigne d’un grand magasin</em> ») à l’Amérique centrale, cet élu socialiste, plus de vingt ans maire puis premier adjoint du Petit-Quevilly (Seine-Maritime), avocat de métier et de conviction, transporte la flamme de son adolescence. A 17 ans – On n’est pas sérieux quand on a dix-sept ans, mais on est passionné – il fonda une association de défense et d’accueil des réfugiés cambodgiens. « <em>Pouvait-on commémorer la Shoah si on acceptait le génocide des Khmers rouges ?</em> » demande-t-il aujourd’hui, près d’une photo où, sous l’œil de Jacques Chirac, il étreint l’ancien roi du Cambodge Norodom Sihanouk. <a href="http://www.lhemicycle.com/2012/01/27/zimeray-avec-un-z-comme-zola/#more-769" class="more-link">Continue reading <span class="meta-nav">→</span></a></div>

<p><strong>C’est un député français qui préside désormais l’Assemblée parlementaire du Conseil de l’Europe. Cette assemblée peu connue a pour vocation de défendre les droits de l’homme et toutes les actions humanitaires liées à l’Europe. C’est la plus ancienne institution européenne. Son nouveau président, le député UMP Jean-Claude Mignon, entend donner une notoriété nouvelle à cette assemblée. Interview.</strong></p>

<p><strong>N’avez-vous pas le sentiment de présider, depuis le 23 janvier, une institution qui reste fort méconnue et dont on sous-estime sans doute le rôle ?</strong></p>
<p>Je suis le 26e président et le 6e Français à présider cette Assemblée parlementaire du Conseil de l’Europe (APCE), qui reste méconnue. Cette institution est la plus ancienne et a été créée en 1949. Elle est à l’origine de la création de l’Union européenne. Nous traitons de sujets qui concernent le quotidien de 800 millions d’Européens. Nous sommes une instance qui est un forum permanent de débats sur des sujets qui ont trait à la diplomatie européenne. Les parlementaires qui y siègent représentent 47 États et réfléchissent à des sujets de fond dans des domaines aussi variés que l’environnement, la culture ou la bioéthique. Les résolutions votées et les recommandations sont transmises aux gouvernements des 47 afin de nourrir les réflexions des parlements nationaux, de manière à enrichir les textes ou les conventions. Nous sommes le fer de lance sur des problématiques aussi importantes que le conflit entre la Russie et la Géorgie, la situation de Chypre ou encore la problématique des droits de l’homme en Ukraine. L’institution a beaucoup évolué et nous avons accueilli avant même que l’Union européenne le fasse des pays comme la Roumanie, la Bulgarie, la Slovénie. <p><strong>L’Afghanistan s’est tragiquement invité dans la présidentielle. François Hollande a confirmé que, s’il était élu président, il accélérerait le retrait des troupes françaises. Nicolas Sarkozy, qui reçoit Hamid Karzaï vendredi, a évoqué cette possibilité après l’attentat qui a coûté la vie à quatre soldats français. Mais un retrait anticipé sera compliqué à organiser militairement et politiquement.</strong></p>

<p>Diplomates, militaires, politiques ont retourné le problème dans tous les sens, la question de la présence des forces françaises en Afghanistan relève de la quadrature du cercle. « Anticiper » ou « accélérer » le retrait de nos forces reviendrait en effet à bâcler la mission sur laquelle porte l’essentiel de nos priorités et de nos moyens : la formation des forces de sécurité afghanes. Les états-majors alliés se sont donnés jusqu’à fin 2014 pour pouvoir passer le témoin à l’Armée nationale afghane (ANA) ainsi qu’à la police et à la gendarmerie locales lorsqu’elles auront atteint un effectif d’au moins 225 000 hommes. Les autorités afghanes souhaitaient au départ qu’il soit porté à 400 000. Et ça n’est pas forcément ce qu’on entend le plus fréquemment depuis quelques mois. Pour Brice Teinturier, les Français pourraient fort bien voter pour celui qui proposera l’apaisement plutôt que la révolte.</strong></div>

<p>Il y a aujourd’hui des ajustements et des évolutions d’opinion mais il n’y a pas ou pas encore de bouleversements majeurs : depuis début janvier, François Hollande a en effet stabilisé sa baisse de décembre et domine nettement le premier tour, avec 28 % environ des intentions de vote quel que soit l’institut et des seconds tours toujours ultradominants, autour de 57 %. François Bayrou a progressé et s’est installé dans une zone à 14 % sans toutefois remettre en cause la domination du candidat socialiste. Jean-Luc Mélenchon progresse également et se situe maintenant à 8 %, voire un peu plus. Les choses sont en revanche plus incertaines pour Nicolas Sarkozy, qui, après être remonté en décembre, se tasse à nouveau autour de 23 % des suffrages tandis que Marine Le Pen semble a minima stable selon certains, en progrès pour d’autres, dans une zone pouvant aller jusqu’à 20 %. La campagne semble donc atone. La presse s’ennuie. Les choses bougent un peu mais pas suffisamment pour indiquer une direction claire et, en tout cas, qui remettrait en cause la victoire annoncée de François Hollande.
