<p>The National Newspaper Association appears to be nearing the end of a five-year-long campaign to convince U.S. Postal Service and other Periodicals stakeholders that community newspapers should have the privilege of reporting electronic subscriptions on the annual postal Statement of Ownership, Management, and Circulation, PS Form 3526.</p>
