<p>The movement of bills through the statehouse depends on many factors. Who wants a bill to pass is often the first filter. If it is a legislative leader or a prominent player on the committee of jurisdiction, the bill will usually see the light of day. "External” issues are also an important influence. The urgent need to replace the Vermont State Hospital has certainly pushed H.630 forward at an accelerated pace (though not fast enough for many.) But at certain times of year it’s the internal influence of statehouse schedules and deadlines that prompts the committees to redouble their efforts on particular bills and get them to the Floor.</p>
